24 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa​

The National Competitiveness Center's Public Consultation Platform, Istitlaa, has put forward 24 projects related to economic and development affairs. In cooperation with 18 government bodies, the NCC invites the general public, government entities, and the private sector to express their views and feedback on projects prior to their approval.

The National eLearning Center has launched a public consultation project titled 'Draft Privacy and Learner Data Protection Policy in an E-Learning Environment,' which aims to Establish a comprehensive regulatory framework for the collection, use, storage, transfer, sharing, and deletion of learners' data. Public feedback on both projects will be accepted until January 6, 2026.

The Ministry of Finance has put forward a key project on the Istitlaa platform titled 'Amendments on the Executive regulation of Government Tenders & Procurement Law.' This project aims to address private sector challenges related to withholding a portion of interim payments to form the final payment, in addition to delays in disbursing due to awaiting the completion of procedural requirements for contract extensions. Public feedback on the project is open until January 7, 2026.

The Riyadh Infrastructure Projects Center is seeking public feedback on a project titled 'Regulations for the Licensee for Infrastructure Projects in Riyadh Region,' which aims to establish the general rules governing the obligations and rights of the licensee , without discrimination, to carry out works with quality and efficiency in accordance with the technical and professional requirements and standards issued by the RIPC. Public consultation on both projects will remain open until January 8, 2026.

The Ministry of Municipalities and Housing has put forward a key project on the Istitlaa platform titled ' Violations and Penalties Regulation for Non Compliance with the White Land and Vacant Properties Fees Law.' This project aims to raise compliance with the idle land and vacant property fees law and stimulating the real estate market to increase the supply of developed lands and housing units. Public feedback on the project is open until January 11, 2026.

The introduction of draft regulations, publics, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. In addition, Istitlaa fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.
