44 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa

The National Competitiveness Center's Public Consultation Platform, Istitlaa, has put forward 44 projects related to economic and development affairs. In cooperation with 24 government bodies, the NCC invites the general public, government entities, and the private sector to express their views and feedback on projects prior to their approval.

The General Authority for Awqaf has presented a key project on the Istitlaa platform titled 'Standards for Identifying the Beneficial Owner of Endowments.' The project aims to enhance transparency across endowments in the Kingdom, ensure compliance with international and local requirements, and establish a database for recording and maintaining information regarding ultimate beneficial ownership within the endowment sector. Public feedback on this project will be accepted until September 22, 2025.

The Ministry of Environment, Water and Agriculture has put forward a key project on the Istitlaa platform titled 'Updating Rules and Procedures for Committees Reviewing Environmental System Violations.' The aim of the project is to organize the work of the committees and the tasks assigned to their members. Public feedback on the project is open until September 23, 2025.

The Board of Grievances is seeking public feedback on a new regulatory framework titled 'Draft Regulations for Enforcement Service Providers.' The project aims to establish governance for the use of enforcement service providers before the Board and to achieve efficiency, quality, and transparency in administrative enforcement procedures. It also seeks to clarify the requirements and obligations of these providers and establish safeguards for addressing errors. Public consultation on this project will remain open until September 29, 2025.

The Ministry of Human Resource and Social Development is seeking public feedback on a new regulatory framework titled 'Updated Table of Violations and Penalties for Labor Law.' This project aims to update the table of violations and penalties related to the change in the new Labor Law and its regulations. Public consultation will remain open until September 30, 2025.

The Ministry of Investment is seeking public feedback on a new regulatory framework titled 'Multinational Companies' Regional Headquarters Licensing and Supervision Rules.' The project aims to establish a regulatory framework for licensing, regulating, and supervising the activities of regional headquarters and the incentives granted to them. Public consultation on this project will remain open until October 9, 2025.

The introduction of draft regulations, by-laws, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. In addition, Istitlaa fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.​
